Dubai Municipality is developing an artificial intelligence system that will issue building permits for private and investment villas without human involvement, compressing a process that currently runs for days into a matter of minutes.

The system reads submitted drawings and documents, checks them against the Dubai Building Code, evaluates structural and engineering requirements, and issues a decision on its own. Consultants will also be able to run pre-submission design checks before formally applying and where amendments are needed, feedback comes back immediately rather than after a review cycle.

What the AI agent will assess

The system handles the full technical review that engineers currently perform by hand. It verifies plot planning requirements, checks architectural drawings against the Dubai Building Code, and evaluates mechanical, electrical and plumbing systems alongside structural safety and building stability. It also cross-references submitted drawings against supporting documents to catch inconsistencies, then generates the building card data automatically once everything clears.

Internal impact

Manual review will be reserved for exceptional cases only. The Municipality says this frees technical teams for higher-value work while improving the quality of data feeding decision-making and forward planning.

Eng. Mariam Al Muhairi, CEO of the Building Regulation and Permits Agency, framed the project as using AI to redesign government services rather than simply speed them up — building a digital system capable of accurate, efficient decisions at the required regulatory and engineering standard. She linked it to the D33 Dubai Economic Agenda and the emirate's push to accelerate AI adoption across government.

Three phases, 26 weeks

1. Development and testing of the AI agent against Building Code compliance across multiple engineering disciplines
2. A live pilot with selected engineering consultancy firms, gathering performance data and user feedback
3. Full rollout to all private and investment villa permit applications submitted by consultancies across Dubai

Once complete, the system will be fully integrated into the Build in Dubai platform.

Why it matters

Permit timelines sit on the critical path for every villa project in the emirate. Cutting approval from days to minutes changes project scheduling, holding costs and how quickly plot owners can move from purchase to construction — particularly relevant given the volume of villa plots trading in Dubai right now.

Worth watching: the scope is villas only at launch. Whether it extends to apartment buildings and commercial towers will determine how much this actually shifts the wider development pipeline.
